Now, one neologism leads to another. If we insert a hyphen between 'uk' and 'rained', we get another word uk-rained as below:

uk-rained: verb intransitive: give pompous or vacuous pronouncements.

Usage:

Britain uk-rained that she was invoking sanctions against Russian oligarchs.

My personal neologism of meaning similar to ukrained would be natoed, though.
